Ukraine said the restrictions on Starlink and Starshield were lifted after negotiations in Oslo on October 20 with the United States and European allies. Volodymyr Zelensky said intelligence exchanges with Washington had resumed, while the shortage of air-defense systems remained unresolved. By 05:20 on October 24, Starlink speed in Ukraine had reached 420 km/h, compared with a 161 km/h limit imposed in mid-October.
