visiting Ukrainian prisoners of war held in Russia: cardinal Matteo Zuppi, the special envoy of Pope Leo XIV, became the first foreign representative physically admitted to visit Ukrainian prisoners of war in Russia since the beginning of the full-scale invasion. The visit followed the return home of 270 Ukrainian service members and civilians on 23 October. Ukrainian officials said detention conditions had improved somewhat but still did not fully comply with the Geneva Conventions, and some released prisoners reported torture.
