سيرغي شويغو Officials and government official who served as Russia’s minister of defence from 2012 to 2024. Before that appointment, he headed the Siberian Federal District and held senior positions in Russia’s Ministry of Emergency Situations. As defence minister, he was responsible for the armed forces and Russia’s military operations against Ukraine.

لجنة الأمم المتحدة: Attacks on Ukraine's energy infrastructure amount to war crimes and crimes against humanity
The UN Independent International Commission of Investigation on Ukraine presented its report to the 81st session of the UN General Assembly, concluding that Russia's deliberate and systematic attacks on Ukraine's energy infrastructure constitute war crimes and crimes against humanity. The commission also found evidence of human trafficking linked to the recruitment of men from 29 countries for the Russian armed forces.
