الخلفية
Olekshy has been under Russian occupation since 2022 and is located on the left bank of the Dnipro, four kilometres from Kherson. After the destruction of the Kakhovka hydroelectric plant, electricity, water and gas infrastructure in Olekshy and surrounding communities remained destroyed. According to the Kherson Regional Administration, about 2,000 people remained in the town, including nearly 50 children, and nine out of ten residents who stayed were elderly and urgently needed medical care, medicines, food and clean water. Russian forces had blocked evacuation and food deliveries from the Ukrainian side, while Ukrainian units repeatedly delivered aid by drone to Olekshy and neighbouring villages in September and October. Earlier attempts by international organisations to negotiate civilian evacuation with the Russian authorities had not produced results.
