Developed by the AQA examining board with a £340,000 grant from the British education ministry, the qualification will be available in England in 2028, as well as in Wales and Northern Ireland. Teaching is planned to begin in September 2028 and the first examinations in 2029. The exam will assess listening, speaking, reading and writing. It will be open to all pupils but will primarily target children displaced from Ukraine by Russia's full-scale invasion in 2022.

Before the introduction of GCSE in Ukrainian, pupils in English schools had no Ukrainian-language qualification available, and some were encouraged to study Russian instead. The Ukrainian Ministry of Education and Science raised these concerns with the British education ministry in 2024. The Ukrainian government and civil-society organizations had sought the qualification for more than a year, representing the interests of more than 30,000 Ukrainian children who had moved to Britain.
