في overnight و-morning of 23 October, attacked Russian drones Луцьк and Ковель. Более десяти реактивних drones типа «Шахед» were directed at Volyn Oblast, damaging energy infrastructure in Луцькому and Ковельському districts. The attacks left nearly 105,000 customers without electricity. In Луцьк, power disruptions caused partial water-supply restrictions and temporarily halted trolleybus operations; buses continued according to the schedule. One person was injured and a residential building was damaged in Луцьку районі. Emergency crews worked in an enhanced mode to address the consequences, and a German company’s subsidiary in Луцьк halted operations after the attack.
