لماذا يهمّ ذلك
Clusters 4 and 5 are the last two negotiating clusters not yet opened for Ukraine, so their continued blockage leaves the accession process short of completion. They also cover major policy areas, including transport, energy, infrastructure networks, climate, agriculture, regional policy and budgetary rules. EU enlargement decisions require unanimity, allowing one member state to block progress, while Ukraine expects the remaining clusters to open by the end of 2026.
ماذا حدث
At the 27 October meeting of the EU Council’s enlargement working group in Brussels, Hungary refused to approve the screening results for clusters 4 and 5 and did not support further progress toward opening them. Approval of the screening results is a required procedural step before the clusters can open. The Hungarian position had not changed, and Ireland’s Council presidency reportedly knew in advance that Budapest did not intend to alter it. The question was placed back on the working group’s agenda despite that position. One EU diplomat said the discussion was primarily political and intended to increase pressure on Hungary rather than produce a positive decision at that meeting.

Ukrainian reporting emphasizes Hungary’s continuing obstruction, the unresolved procedural step and the wide policy coverage of the two blocked clusters. It also highlights the expectation that both will open by the end of 2026. Coverage of the earlier dispute over clusters 2 and 3 shows how Ukrainian legislative changes were used to address Budapest’s objections and unblock their opening.
