وقّع الرئيس فولوديمير زيلينسكي على ukaz № 1072/2026 و№ 1073/2026،}): أدخل sanctions against 10 companies and 19 Russian citizens linked to the «راسفيت» system and separately against 39 vessels of the Russian shadow fleet. The «راسفيت» project is a low-orbit communications satellite network developed by «Bureau 1440» and positioned by Russia as an analogue to Starlink. Targeted companies include «Labs 1440», which makes solar batteries for spacecraft, and «FAB Rassvet», which develops and manufactures low-orbit communications satellites and subscriber terminals. Other sanctioned entities include «AeroSpace Instruments», «5C Group», «Akvamash», «El-Optics», «Elesar-Group» and «Maly Spacecraft».

The vessels transport Russian crude oil, petroleum products and gas condensate. Seventeen sail under the Russian flag, while the rest use flags of 12 other jurisdictions. Part of the vessels are already subject to restrictions imposed by the European Union, the United Kingdom, the United States, Canada, Switzerland and Australia.
